SECTION 02

Sign the Referendum Request

A signature supports the request for the referendum process to continue. It is separate from the final vote on the law, which would take place only if a referendum is called.

Under the CEC's 2026 rules, eligible voters sign personally and voluntarily on the CEC-approved form at a designated collection point. Live status, collection dates and confirmed locations are published in Track.

Who Can Sign?

Albanian citizens who are registered as voters and have the right to vote can sign. Bring a valid Albanian identity card or passport. Your details and voter status are checked through the official verification process.

    Attend in Person

    Bring a valid Albanian identity card or passport. No one else can sign for you.

  3. 3

    Check the Collector and Location

    Use a location listed by the initiative and ask to see the collector's written authorisation.

    Read the Request

    Read the referendum request and the privacy information on the CEC-approved form.

    Review your entry before leaving and raise any mistake with the collector.

Questions about signing

Can I Sign While Undecided About Repeal?

Yes. Your signature supports the request for the referendum process to continue. The final vote, if a referendum is called, is a separate decision.

Can I Sign Twice to Correct an Error?

No. Sign only once. If you notice an error, tell the authorised collector before leaving rather than creating a second entry.

Will My Name Be Published?

The initiative will not publish identity-document details, private contact details, residential addresses or handwritten signatures. Any publication of names must follow the official CEC process and the confirmed privacy notice.

Should I Send a Copy of My ID Before Attending?

No. Do not send a copy in advance. Bring a valid Albanian identity card or passport in person to a confirmed collection point.

SECTION 03

Volunteer With the Initiative

Volunteers can contribute their time, skills and local knowledge throughout the referendum process. Choose an area that suits you, and the coordination team will contact you about relevant roles and any guidance or training required.

SECTION 04

Collect Signatures

Signature collection is organised by the citizen initiator group under the CEC rules. A person may collect only after being selected and receiving written authorisation from the initiator group.

An authorised collector must be an Albanian voter with the right to vote, use only the approved form and carry the authorisation document.

SECTION 05

Offer a Collection Venue

Public and private spaces can be offered for use as signature-collection points. The citizen initiator group reviews each offer and designates suitable locations in line with CEC rules.

Venue Hosts May

  • Provide the agreed space and access route.
  • Display approved opening information.
  • Direct visitors to the authorised collector.
  • Help with queues and accessibility.
  • Follow closure or pause instructions from the initiative.

Venue Hosts Must Not

  • Describe the venue as designated before confirmation.
  • Keep, copy, count or inspect forms.
  • Offer benefits or pressure participants.
  • Display party or candidate material.
  • Speak for the initiator group without approval.

How Organisations and Networks Can Help

Civic groups, NGOs, professional bodies, universities, independent experts, journalists and diaspora networks can help citizens access reliable information and participate lawfully.

Use approved, dated resources so that public information remains sourced, current and identifiable.

Protect People, Data and the Process

Report a false form, unauthorised collector, misleading claim of CEC approval, pressure, impersonation, harassment, privacy incident or loss of an official form.
